If the targeted creature fails an Insight save (or you overcome its CC-S) the targeted creature loses all memory for 1 minute. Although they retain long-term memory, they will have no idea where they are, who they are with, or why they are there, and will undertake no actions or moves.
This can be used to either disable them in combat or act as a defence against a telepathic enemy.
In the turns that follow that, even on a successful save, they must still make a chk(Insight,10+M*) in order to carry out an action based on their foggy recollection.
An engineer may be able to break the Mind Blank with an imp(chk,Bypass (Neuronetics),10+M*), followed by a Disable action.
